Development of joint procurement
2025 was an active year in joint procurement. 28 new joint procurements entered into force (19 framework agreements, 7 dynamic procurement systems and 2 small-scale procurement services). We signed 869 agreements with suppliers and processed 694 applications for participation in dynamic procurement systems. A total of 396 amendments to agreements were made.
At the end of 2025, we had a total of 73 framework agreements and 60 dynamic procurement systems to offer our customers. There were 28 small-scale procurement services available. There were 1,270 contractual suppliers, of which SMEs accounted for 67 per cent. The contractual suppliers had 2,042 subcontractors.
Joint procurements are typically divided into parts. At the end of 2025, the share of joint procurements divided by customer group was 37 per cent, the share divided through internal competitive tendering was 40 per cent, the share divided by service group was 10 per cent and the share divided regionally was 5 per cent of all of our joint procurements. The share of undivided joint procurements was 8 per cent.
Fewer tenders for framework agreements were received than in the previous year. In 2025, the average number of tenders was 3.8 (8 in 2024). In competitions carried out by our customers within framework agreements and dynamic procurement systems received an average of 3.15 bids.
During the year, we updated our work instructions. Among other things, we added instructions on the use of artificial intelligence in preliminary reports and updated our supplier and contract management instructions for joint procurement. The strategies for the various categories were also updated for 2026–2028.
Support for joint procurement
The ease of using joint procurement was developed by developing the operating models for joint procurement and preliminary report instructions and organising minicompetition info sessions and webinars for customers. In 2025, we revised the concept of minicompetition clinics. Clinics were organised during the year on the joint procurement of audit services, cleaning services, meal services, communications and marketing services, management and development consulting, cyber security and data protection expert services, among others.
Webinars related to joint procurement were organised on the efficient implementation of ICT procurement with the theme “Take advantage of joint ICT procurement”, the new tendering basket functionality of the Kisa-apuri tool and preparedness in procurement. Every two weeks, a “hot line” was organised on ICT procurement to deal with current issues.
During 2025, the Procurement Support unit assisted customers in 102 minicompetitions (87 in 2024). The average score of the minicompetition support customer satisfaction surveys was 4.52 on a scale of 1–5. In minicompetitions for customers, we provided free-of-charge support for 1,079 competitions. In the spring, a new functionality was introduced in the Kisa-apuri minicompetition tool, in which Hansel’s predefined product descriptions allow customers to organise a webshop-like competition within joint procurement. The functionality was piloted in two joint procurements in the spring and adopted in eight joint procurements during the year.
Savings through ICT procurement
Significant savings are pursued in public administration’s ICT procurement. The Lyhty network, coordinated by Valtori, was launched in 2025 with the aim of reducing the costs of software licences, mitigating cost development and enabling savings for the entire public administration. Hansel is actively involved in the network’s operations.
Strategic project on joint social welfare and healthcare procurement
At the turn of the year, our customers were able to make use of joint procurement of social welfare and healthcare services. During the first year, several wellbeing services counties introduced joint procurement of housing services for the disabled. In October, the supply of joint procurement of social welfare and healthcare services grew when the joint procurement of child protection services and services for families with children began. In 2025, we also recruited a second category manager for the social welfare and healthcare services category. The National Emergency Supply Agency also utilised (in Finnish) Hansels’ joint procurement in 2025 in the procurement of its rescEU emergency stock funded by the European Union.
Hansel had cooperation discussions with Hyvil Oy on the procurement of temporary personnel in the social welfare and healthcare sector. Hyvil Oy is implementing a project aimed at creating a national contract and procurement model for temporary personnel in the social welfare and healthcare sector (in Finnish). In the form of joint procurement, Hansel has offered support for the new contract and procurement model for temporary personnel that is being developed.
Supplier audits
In joint procurement, Hansel and the customer have the right to audit or have an independent third party audit the compliance of the product or service and the compliance of the contractual supplier’s operations during the contract period.
Hansel exercised this right of audit twice during 2025. In both audits, deviations were observed in the contractual supplier’s operations compared to the contract terms. Further processing of both audits is still ongoing.
More value for our customers through joint procurement satisfaction surveys
In spring 2025, we renewed the customer satisfaction survey for joint procurement. As a result of the revision, we will receive more precise and high-quality information on customer satisfaction and joint procurement-specific customer needs. The feedback allows us to develop our joint procurement to be even more functional for our customers. In early 2026, we will also revise our satisfaction survey sent to joint procurement suppliers.

Joint procurement coordination group
On 21 August 2025, the Ministry of Finance appointed a coordination group for the development of governmental joint procurement for a two-year extension period until 31 August 2027. Hansel’s representatives, Category Director Susanna Närvänen continued as a member and Unit Manager Mervi Olkinuora in the secretariat.
The task of the joint procurement coordination group is to clarify the roles and decision-making of governmental joint procurement, to bring together the views of the Ministry of Finance, Hansel and agencies on the development needs of joint procurement and to issue positions on the development of joint procurement, which may include, for example, general guidelines on the initiation and termination of framework agreements, the use of dynamic procurement systems (DPS). taking into account the needs of agencies carrying out special tasks in joint procurement and Hansel’s communication to agencies and institutions, as well as developing technical solutions to support joint procurement procedures.
